Troy Brooks represents healthcare providers nationwide in a broad range of regulatory, transactional, and litigation matters. His practice focuses on helping providers navigate the complex legal and regulatory landscape governing the healthcare industry, including regulatory compliance, licensure defense, mergers and acquisitions, Anti-Kickback Statute and Stark Law compliance, reimbursement disputes, government investigations, and day-to-day operational issues.

Troy began his legal career as a judicial clerk to the Honorable B. Dexter Ryland, Chief Judge of Louisiana’s Ninth Judicial District Court. He later served as Assistant General Counsel for the Texas Department of Human Services, a predecessor agency of the Texas Health and Human Services Commission. In that role, he advised the Long-Term Care Regulatory Division on matters involving the oversight and regulation of non-acute long-term care providers throughout Texas.

Troy regularly represents healthcare providers in administrative proceedings before the Office of Medicare Hearings and Appeals, the Texas Health and Human Services Commission, the Provider Reimbursement Review Board, and the Texas State Office of Administrative Hearings. He also has extensive experience representing providers in state and federal court litigation involving healthcare-related disputes.

A significant portion of Troy’s practice involves assisting providers in responding to government audits, investigations, and enforcement actions. He has represented clients in matters involving the U.S. Department of Justice; the U.S. Department of Health and Human Services, Office of Inspector General; the Texas Health and Human Services Commission, Office of Inspector General; the Texas Office of the Attorney General; and the Louisiana Office of Attorney General. His experience includes defending clients in claims audits, overpayment determinations, and fraud and abuse investigations, as well as negotiating favorable resolutions with government agencies, Medicare Advantage organizations, managed care organizations, HMOs, and private insurers.

Troy also advises healthcare providers throughout all stages of business growth and ownership transitions. He counsels clients on business formation, entity selection, mergers and acquisitions, changes of ownership (CHOWs), changes of information (CHOIs), and other strategic transactions, helping providers identify and avoid regulatory and operational challenges throughout the process.
