Heather M. Arrington

 

Heather Arrington joined the Lafayette office of Sullivan Stolier Schulze, LLC in 2019, was appointed to the firm’s Management Committee in 2023, and became an equity Managing Member in 2025. A Health Law Specialist certified by the Louisiana Board of Legal Specialization, she represents health care providers in complex regulatory, compliance, and reimbursement matters.

Heather’s practice focuses on high-risk fraud and abuse issues, including the Stark Law, Anti-Kickback Statute, and Civil False Claims Act, as well as EMTALA, HIPAA, and related operational requirements. She regularly advises providers on Medicare, Medicaid, and managed care reimbursement, including the defense and appeal of RAC, ZPIC, TPE, and other audits, and counsels clients on emerging issues such as price transparency. Her work is grounded in a practical understanding of provider operations, allowing her to guide clients through regulatory risk while maintaining efficient and compliant business practices.

In addition to her regulatory practice, Heather counsels clients on physician contracting, governance, and medical staff matters, including medical staff and governing board bylaws. She also utilizes her experience in defending providers in False Claim Act investigations and actions to assist providers with developing and implementing practical and effective compliance programs, codes of conduct, and internal policies.

Heather has significant experience representing hospital service districts in connection with the funding, development, and construction of new and renovated facilities. Her work includes navigating capital outlay processes, securing state and federal appropriations, and advising on related regulatory and operational considerations.

Heather earned her Juris Doctor and Graduate Diploma in Comparative Law from the Paul M. Hebert Law Center at Louisiana State University. While in law school, she received the Dean’s Scholar Award, the Paul M. Hebert Scholar Award, and multiple CALI Awards for Excellence (highest grade). Prior to joining the firm, she served as an Assistant Parish Attorney at a private law firm representing Terrebonne Parish, Louisiana.  A New Orleans native, Heather attended St. Mary’s Dominican High School and graduated magna cum laude from Middle Tennessee State University with a Bachelor of Science in Music Business and Recording. While at MTSU, she studied intellectual property law and received the inaugural Chitwood Award of Excellence in Copyright Law for her proposal to reclaim author Beverly Cleary’s copyright for her book Ramona Quimby, Age 8 from her publisher. Her undergraduate work shifted her interest from music business to law.

Heather is a frequent speaker at health care conferences and client corporate meetings and regularly publishes on issues affecting health care providers. She is an active member of the American Bar Association Health Law Section, the American Health Lawyers Association, and the Louisiana Society for Hospital Attorneys.
